What is the Singapore S Pass?

To qualify for an S Pass, a candidate generally needs to:
- Have a job offer from a Singapore employer.
- Meet the age-adjusted minimum qualifying salary for the relevant sector.

S Pass Quota and Levy: What Employers Need to Know
S Pass eligibility is not based only on the candidate. The employer must also have sufficient quota to hire an S Pass holder and pay the monthly levy.
- Quota (Dependency Ratio Ceiling): S Pass holders are capped at a share of the company's total workforce. 10% in the services sector and 15% in the construction, manufacturing, marine shipyard and process sectors.
- Monthly Levy: Employer pay a levy of SGD 650 per month per S Pass holder, a rate harmonised across all sectors and levy tiers since 1 September 2025.
